However, it is also recognized as a necessity, a right and an essential element to achieve the economic and human development. This suggests that if men and women are instructed, their comfort level increases, it is that people with more formal education or university degree could access better jobs, higher income levels, otherwise, societies face and perpetuate inequalities created by disparities at the individual, family, educational, economic, and social work. This paper presents a comprehensive review of what can be understood by education in the twenty-first century, how is possible to measure their achievements and highlight the importance of monitoring. The theoretical approach is in economic theory and human rights as central. The main sources are the Human Development Reports of 2010 and 2011 of the United Nations Program for Development, as well as resources and legal instruments of international character. The purpose is to capture and show how the educational context, through the review and analysis of a set of education indicators relating to Mexico, Chile and Spain, promotes conditions of inequality of opportunity between people and suggests why should confirm recognized and guaranteed the full access to equal education is an investment and a project according to human development.
