- W2242806301 abstract "A free trade agreement(FTA) is a pact that eliminates tariffs, quotas, and other barriers to trade between two countries or entities. As more and more countries decided to join FTAs, recent trade deals extend beyond the scope of traditional tariff or quota issues. The pacts include new issues such as trade in services, investment protection, intellectual property rights, and government procurement. This trend has increased interest in science and technological areas affected by the trade deals. For example, FTAs result in further liberalization of trade in R&D services and stricter protection of intellectual property rights on technology. This report assesses the impact of FTAs on the areas of science and technology and draws policy implications for Korean government. In Korea, FTAs with Chile, Singapore, EFTA, ASEAN, India, EU, Peru, and U.S. entered in force. Korean government tried to make service provisions in these FTAs be consistent with the proposals Korea tabled in WTO/DDA. The service issues in science and technology encompass R&D services on natural science, interdisciplinary R&D services, technical inspection services, and engineering services. These issues have rarely been controversial in inter-governmental negotiations. Korean government, however, has to consider more commitments on these areas in order to upgrade the domestic service market. Despite government supports for a long time, most R&D or engineering service providers have grown very slowly. Competition with foreign providers could offer them a chance to strengthen their capabilities. Rather than service itself, movement of natural persons, who provide R&D or engineering services, is a problematic issue in FTAs. As a measure of facilitating movement of professional engineers, development of mutual recognition arrangements was discussed in negotiation between Korea and other countries such as U.S., EU, and Singapore. The Working Groups composed of relevant professional bodies of these entities started a meeting to facilitate mutual recognition. Expansion of human mobility is crucial to promote collaboration in science and technology. Though, government of a developed country is somewhat reluctant on liberalization of human mobility, because it causes the increase of immigrants who illegally enter the country, and affects the domestic labor market. Korean government considers permitting free movement of the only qualified professionals who have a regulated license or a doctoral degree. Technical Barriers to Trade(TBT) is another important issue on FTAs. The number of TBT notifications to the WTO Committee has sharply increased in recent years. Through FTAs, Korea and its partner countries have strengthened cooperation in the field of standards, technical regulations, and conformity assessment procedures. Korean government should continue this effort in prospective FTAs. Korea has been successful in both geographically expanding FTAs and broadly covering new FTA issues. In order to investigate the effect of FTAs on the domestic economy, economic studies should be conducted. Based on results of the studies, trade professionals could create more effective negotiation strategies for future FTAs. Establishing a permanent organization that supports these professionals should be seriously considered. For negotiations with developing countries, cooperation on science and technology would be treated as an alternative for sensitive issues. The cooperation can be used to boost the economies of these countries. It also makes liberalization in other trade areas more smooth in negotiation." @default.
