- W2247143235 abstract "Studies of wage bargaining under trade unionism record a variety of patterns. In some firms the bargaining is at the plant level, in other firms at a firm-wide level; in some cases unions are organised according to workers skills, and in other cases according to their work-place; sometimes the whole work-force is unionised, sometimes only part of it. The literature on industrial relations has discussed extensively possible explanations for differences in bargaining structures. The empirical literature attempts to relate patterns of bargaining to variables such as firm size and the degree of industry concentration; see e.g. Deaton and Beaumont (i980) for a study of British data and Hendricks and Kahn (i982) for a study of US data. However, this literature does not provide a convincing explanation for how and why these variables should affect bargaining patterns. The theoretical industrial relations literature suggests a number of explanations for the difference in bargaining structures (see, e.g. Weber (I967) and Flanagan et al. (i984)). Roughly speaking, these explanations can be classified into two broad categories: legal-institutional reasons and strategic reasons. Explanations of the first type point out how the legal-institutional reality may affect the pattern of unionisation. In the United States, for example, the process of unionisation is regulated by the National Labor Relations Board (NLRB) which under certain circumstances can affect the scope of a union. This means, in turn, that the underlying balance of political power which shapes the NLRB and its regulations, may also affect the pattern of unionisation. Explanations of the second type attempt to relate the structure and scope of unions to some notions of power in the resulting bargaining situations. In some sense the explanations that look at the strategic considerations address the more fundamental issues, since they refer directly to the basic situation which the legal and institutional constraints just aim to influence. Nevertheless, while the industrial relations literature seems to provide a comprehensive account of the institutional and legal determinants of wage bargaining structures, it does not offer 'a satisfactory analysis of the role played by the structure of unions in the basic bargaining situation. This deficiency is possible due to the fact that this literature did not employ coherent models of the basic employer-union(s) bargaining situation.
