- W2249224793 abstract "The question is examined whether financing should include government assistance of some kind and the ways are discussed in which urban public transportation can give mobility to those that need it and divert motorists from expensive, overcrowded highways. The mechanics of providing subsidies is reviewed and certain specific questions are discussed. The federal government must, to be equitable, provide both operating and capital grants but neither should be provided unless it is less costly than the other for a given service. The limits to which urban public transit may be subsidized are discussed and the observation is made that beyond this, it must look to the fare box or local voters. A trust fund type of source should be established out of a proration of general revenues so that transit does not go to the precipice at the turn of each fiscal year. Subsidies may have an unfavorable impact on collective bargaining. To avoid this, limits must be established as well as voluntary compulsory arbitration. Deficiencies in present subsidy efforts are noted. incentives to earn subsidies are essential and the fare box must remain the keystone of the financing plan. Transit costs do not necessarily relate to quality or quantity. Transit is an operating organization and must be administered in the same manner as a private utility if costs are to be held down and the service standards kept high. The board of directors and the management of public transit authorities must be selected with care and discretion. Supplementary sources of transit revenue (such as advertising, charter service, vending machine and newstands) can reduce tax support as much as 25 percent." @default.
