- W2249857394 abstract "New Mexico 44 (NM 44) has traditionally ranked among the most dangerous roads in the country. The Four Corners area has the fourth highest population in the state and abundant water supplies and natural resources, while having the ninth highest unemployment rate in New Mexico. The New Mexico State Highway and Transportation Department (NMSHTD) considered this region to be an excellent candidate for economic growth, if adequate roads were made available to allow for transport of goods and people with major cities, such as Albuquerque, Santa Fe, and Las Cruces. However, the normal process in NM would have required 27 years to completely upgrade the remaining 118 miles of this corridor. NMSHTD also estimated that future maintenance and rehabilitation of the upgraded road would have cost approximately $16,000 per lane-mile per year (in 1998 dollars) to keep it in good condition for 20 years. This paper describes the development of this unique project from conception, through a challenging bidding process, as well as the 2-to-3-year construction phase. The completely reconstructed four-lane highway is now under warranty for 20 years of good performance. The long-term warranty mechanism is described and the pavement analysis methods used to determine the pavement structure are summarized. On this project, there was a unique feedback loop between the pavement designer, construction oversight, warranty manager and the construction operations, which allowed numerous field changes to occur expeditiously and keep the project on schedule. The pavement design was evaluated relative to other standard methods, based on similar input factors. Also, a life-cycle cost analysis was conducted to compare various approaches, in terms of overall present value of costs for 20 years. During construction, numerous obstacles had to be overcome, which are briefly portrayed. The percent within limits quality control/quality assurance system, used on NM 44, represented a large shift from the standard NMSHTD quality management approach. The ultimate approval or disapproval of specification failing sections was based on laboratory testing of engineering properties and the estimation of future performance. Mesa Project Development Contractor (PDC) and NMSHTD continue to maintain an open dialogue on all issues. It has been a learning experience for everyone. NMSHTD has been able to observe some innovative methods and they have an exceptional opportunity to monitor the performance of such features without having to be concerned with the responsibility for performance. A private entity, Mesa PDC, has been able to view the development and award process through a state agency's perspective and has a newly-acquired respect for the limitations and constraints that must be addressed to create such innovation." @default.
