- W225358452 abstract "Increasing populations, changing demographics, ageing infrastructure, and the growing expectations of residents are all factors contributing to demands on the finances (1) of local government councils. Now is the time for library managers to be able to translate the value of the services they provide to the community into language able to be understood by politicians and others. To successfully compete for funds with other areas of council, library managers need to develop tools and documents demonstrating the economic benefits which libraries deliver to the community. While there is no international consensus on the most appropriate methodology to apply to calculating the value of libraries, this paper applies a model used in Southwestern Ohio, to the nine libraries of the Sunshine Coast Regional Council in Queensland. The result was a return of $5.45 per dollar invested. ********** The Sunshine Coast Regional Council was formed on 14 March 2008, with the amalgamation of the Noosa, Maroochy and Caloundra councils after the Queensland state government's decision to embark on statewide reform and restructuring of local government. The nine libraries and three mobile libraries of the Sunshine Coast Regional Council lend over 4 million items annually to a membership of 126,000. Library benefits Public libraries deliver a variety of benefits to the community, both direct and indirect. The value of some of these benefits are able to be quantified eg lending of materials and computer use, while other benefits are more difficult to estimate eg improvement in literacy, social engagement. Using the Southwestern Ohio libraries value methodology (2) it is possible to estimate some of the financial benefits the Sunshine Coast community derives from its regional library service. The analysis of the service indicated that for a total annual net operating cost of $10,355,321, the service delivers direct financial benefits to the community of over $37 million, or $3.66 for each dollar invested by council. Because this amount of money is effectively free for other uses by the community, a conventional economic multiplier is used in the total value calculation. This raises the true total benefit to over $56 million that can be reinvested by the community in other activities in the region. That is, for each dollar invested by the council in the Sunshine Coast public library services, an economic benefit of between $3.66 and $5.45 is derived by the community. This figure compares favourably to values from international studies, ranging between $2.97 and $8.08. It is conservative, as it did not take into account all the benefits derived by residents through the use of the libraries (such as access to associated services and information by members, outreach services, reader development, improvement in literacy). The figure sustains the assertion that Public libraries are by far local government's most heavily used and valued community service. Good public libraries are the very visible shop windows of proactive, progressive and community focused councils used by a very large part (in excess of 50%) of the community. (3) This review will be used to inform presentations to Sunshine Coast management and councillors of the importance of libraries in the community, and of the need to continue to support them well. Improvements in procurement models, increasing the uptake of self service terminals and implementation of other time saving information technology solutions will enable its libraries to extend the return on council's investment in its libraries. Valuing the public library The public library is a profoundly important cultural, economic and social institution.
