- W2260216090 abstract "The economic wisdom of applying orthodox International Monetary Fund (IMF) programmes in Africa, and their political implications, have attracted increasing public interest. This is largely the result of the decision of both Presidents Kaunda of Zambia and Mobutu of Zaire to air the suitability of IMF policies in front of an international audience. It has long been known that the IMF propagates the current economic dogma of the western industrial nations with due regard to the political and strategic importance of developing countries. This was confirmed in March when Mr David Finch, one of the IMF's senior operating officers with the exalted rank of counsellor, resigned in protest at increasing American interference in lending policy and cited loans to the governments of Egypt and Zaire. It has been less clear how African governments have often failed to pursue IMF programmes. The Fund's publicity department is naturally reluctant to draw attention to unsuccessful agreements with member nations: however, it appears that, of 92 programmes introduced on the continent between the beginning of 1980 and the end of 1986, 40 were suspended and another 43 would have been suspended if the Fund and the debtor government had not agreed on a new interpretation of the prescribed policies and performance targets." @default.
