- W2262912863 abstract "Adverse health shocks tend to have a strong impoverishing consequence over the large portions of uninsured individuals in poor countries, which is in turn associated with the magnitude of the informal economy. Sickness or accidents as well as regular life cycle events such as old age may imply not only large health expenditures, but also income losses associated to the time the individual has to remain out of work as a result of the disability or the time required to take care of needy family members. This vulnerability often includes insured individuals as they have to incur out of pocket health expenditures when the national health system is not properly funded or when the system inefficiencies leads towards low quality health care. Although these mechanisms connecting health shocks and poverty are increasingly recognized in the literature, little has been written with respect to their relative importance and their consequences in different countries. Moreover, the most recent literature has failed to explore quantitatively all the links between catasthrophic health events, the income losses generated and their poverty consequences. For instance, the focus on the impoverishing effect of catastrophic health expenditures neglects the fact that the poorest may not be able to afford any of the treatments which in turn may generate long-lasting disabilities and/or chronic health conditions that can perpetuate their poverty status. Also, the estimation of the income losses associated to these catastrophic health events remains a challenge. This presentation will explain these limitations and discuss methodological alternatives to overcome them, in some cases, with the use of longitudinal databases. These tools will be applied in a new, 7-country analytic project being led by Fundacion Mexicana para la Salud and undertaken with support from IDRC. The project seeks to further explore the relative importance of the described mechanisms in defining health vulnerabilities, especially considering the way health systems are organized (provision, funding, and risk pooling) as well as the broader social and economic context." @default.
