PRSPs der zweiten Generation (ab 2004) erfullen diesen Anspruch eher und verknupfen den PRS‐Prozess mit den Millenniumszielen. Bei der Umsetzung der PRSPs machte sich eine mangelhafte Priorisierung bemerkbar; die Bereiche Bildung und Gesundheit werden haufig pauschal als Armut reduzierend ausgewiesen.Belastbare Aussagen uber die Entwicklung der Armut und anderer sozialer Parameter in der PRSP‐Ara sind aufgrund luckenhafter Daten noch schwierig. Es deutet sich an, dass sich in vielen Landern Subsahara‐Afrikas die Trends aus den 1990 Jahren, also der Zeit vor den PRSPs, fortsetzen – im Guten wie im Schlechten.With the Poverty Reduction Strategy Papers (PRSPs), implemented in 1999, neoliberal structural adjustment policies have been overcome only in part. IMF and World Bank still enforce their dogma via the Poverty Reduction and Growth Facility (IMF) and the Country Policy and Institutional Assessment (World Bank). Both determine the framework for poverty reduction strategies developed in the country. First generation PRSPs were not yet coherent planning documents, able to inform pro‐poor growth policies. PRSPs of the second generation (starting from 2004) are more likely to fulfill this requirement and link the PRS process to the Millennium Development Goals. During implementationa lack of prioritization became apparent; spending on education and health isoften accounted for as poverty reducing across the board.Reliable statements about the development of poverty and other social parameters in the PRSP era are still difficult due to incomplete data.
