- W2270676937 abstract "Although governors may be considered the key policy-makers at the state level, there are few works on gubernatorial influence on public policy. The purpose of this paper is to develop a gubernatorial model which focuses on the central role of governors in state politics. The model studies the Aid to Families with Dependent Children (AFDC) program since AFDC benefits are largely determined by state governments in terms of eligibility criteria and optional programs. The results of this study suggest that, when the joint influence of interparty competition in state legislatures and of state welfare agencies' power over AFDC were met by a Republican governor's efforts to restrain policy outcomes, the result was that AFDC benefits were kept at the previous level. On the other hand, Democratic governors were able to use their power to increase AFDC benefits, particularly when a legislature was dominated by Democrats and highly professional politically." @default.
