- W2271204254 abstract "In 2004, the International Labour Organisation (ILO) replaced its Human Resources Development (HRD) Recommendation, 1975 with Recommendation 195, the 'Recommendation concerning Human Resources Development: Education, Training and Lifelong Learning' (ILO, 2005). This Recommendation advises member states, inter alia, to 'define, with the involvement of the social partners, a national strategy for education and training' (2005:II.5(a)). Following its adoption the author was commissioned by the ILO Asia and Pacific Regional Office to look at the experiences of four countries (Australia, Singapore, Malaysia and South Africa), which had all adopted and implemented national skills strategies in order to inform similar initiatives being undertaken in other countries in the region. What follows is an executive summary of the key findings of the study. The first section identifies four problems that commonly hamper national HRD initiatives, and the second section provides a framework which is then used to organise some of the lessons extracted. Whilst it is readily accepted that much has changed since the research was undertaken, it is hoped that some of the lessons learned could still assist those engaged in developing national skills strategies." @default.
