- W2272056924 abstract "The purpose of the paper is to examine selected important issues surrounding public performance, present several existing frameworks for performance evaluation, and offer a framework specifically for performance analysis of public organizations involved in disaster management, with a focus on globalization. These seven specific research objectives addressed in this study are: (1) Examine the literature on organizational performance in disaster management, in order to draw important findings; (2) Investigate various factors, suggested by the literature, which seem to influence performance of national public and non-profit organizations in disaster management; (3) Present a theory or theories underlying the rationale for state intervention in managing large-scale natural disasters; (4) Present alternative frameworks for performance evaluation of national public and non¬profit disaster management organizations; (5) Do all of the above tasks in the context of emerging global challenges; (6) Suggest and outline a framework for performance analysis in disaster management generally and in a global context; and finally; and (7) Draw important conclusions from the findings of this research. Seven important conclusions can be drawn from this research. First, although organizational performance has been extensively discussed in the literature, studies dealing with performance of public organizations in disaster management are not too many. Second, the organizational performance literature identifies several performance indicators including clearly defined objectives, leadership, work force, training, and coordination activities inside the organization, and also those of organizations outside. Third, as a general rule, empirical studies of disaster management are basically descriptions of activities during a disaster. Although evaluative to varying degrees, these descriptions hardly evaluate performance comprehensively. Fourth, the literature on performance of public organizations engaged in disaster management does not indicate the use of any statistical model in performance evaluation. Fifth, the theory behind public response to disasters should be one consisting of two basic theories: the logic of collective action and state intervention; and, the theory of public goods. These theories can be suitably modified to include opportunities and challenges posed by globalization. Sixth, the alternative evaluation frameworks have their strengths and weaknesses, and most of these are not designed conceptually to address a comprehensive evaluation. Finally, the performance of national public organizations can be evaluated utilizing a comprehensive statistical model, similar to the one we have proposed in this paper.
