The field research on which this study is based was carried out between July 1982 and January 1983, and is an attempt to approach the subject of indigenous land tenure and land use among the Dagomba without using the jurisprudential framework which dominates much of the study of tenure issues.3 It is hoped that this will provide a proper basis from which existing and potential problems in land resource management,resulting from urbanization, agricultural innovation, and above all the interaction between chiefs, individual land users and government agencies concerned with land administration and land use planning can be resolved to facilitate the efficient and effective management of these resources. Indigenous, as used in this study, refers to institutions or activities that have evolved locally, in preference to the term 'traditional' and others adopted by some writers to describe these institutions.^ There are several reasons why this analysis can only attempt to present a broad outline of the general features of indigenous systems of land tenure. In addition to being unwritten, local land laws and custom vary from place to place in certain details.
