These li braries do not have to be direct/open access areas, smack in the middle of nowhere and everywhere. It is time that we consider putting only a part of our collections on open access basis; the rest can be stored for many con veniences including that of the users. The reference staff, more than any other unit of the library's services, is the nucleus of the li brary's public services. There is every advan tage in organizing it in such a manner that people who run it become more approachable through a distinctive feature of their expertise. These librarians do not have to be busy all the time doing noting or looking for some thing to do or waiting for someone to come to ask or, at the worst, seeking business by asking, May I help you?, like the girl on the street. Granted that reference services have to be of different kinds; we can agree that there has to be instant reference which we can effect by placing an information booth (mind you not a desk) at each and every floor or needy place. This should be able to provide some of the directional help com monly needed in all libraries. The people em ployed to man these booths should stay put in their positions, but when they are unable to help or assist, or when the question being asked is not of a directive nature but informa tion-oriented, the inquirer can be and should be directed to an office where he can be matched with all kinds of general and special librarians. This office can be organized on the same basis as that of a lawyer, physician, and/or a psychotherapist. The inquirer can then have a face-to-face, heart-to-heart con sultation with a qualified person (whose quali fications he can come to respect!). When this meeting takes place it depends upon the professional to provide the inquirer with the maximum, minimum, or moderate type of ser vice depending upon the time, situation, or the rush of work or need of the individual.
