Capitalism in the United States is acquiring some aspects of the institutions of Socialism, while Socialism in the USSR is adopting some institutions that characterize Capitalism. There are those who would refute the possibility of such a trend. In fact, a Marxist purist would deny the possibility of any change in Communism, while a radically conservative Capitalist would be reluctant to admit any evolution of Capitalism. Admittedly, there are some areas exhibiting a wider schism between the two economies than ever before. The agricultural sectors of both economies provide arguments to substantiate a convergence. Agriculture in the Soviet Union is characterized by government control and ownership of the means of production and centralized planning by a central committee. Involvement in agriculture includes nearly one-third of the Soviet population.1 Soviet agriculture is practiced on large farms called sovkhozy and on smaller state farms known as kolkhozy.2 Agriculture has been the most difficult and the least successful area of Soviet development. It is made more complex by an inadequate growing season in most areas, inadequate rainfall, and the reluctance of peasants, who frequently lack economic incentive, to increase their consumption power above the low level to which they are accustomed.
