This paper examines how far public policy designs, processes and outcomes enhance the moral worthiness of citizens (in order to advance the self-respect and honor of citizens). As the paper is delivered as Prof. G. Ram Reddy Memorial lecture at Hyderabad, the first section of the paper delves to contextualize the discipline of public policy in India, an academic area where Prof. G. Ram Reddy has contributed immensely. In this first section, it is argued that policy needs to be redefined as political responsibility to bring back citizens to the heart of the policy processes.
