This %JkJ article investigates the perceived reasons for nonparticipation with reference to one specific site. It is pertinent to answering the stated question to first consider the present political and economic climate and the developments that led to current situations in the Australian workplace. After the release of Australia's language and literacy policy (Department of Employment Education and Training, 1991) and the accompanying media attention on low literacy, industry rushed to take advantage of government funding for literacy courses, which flowed under the Workplace English Language and Literacy (WELL) and Food Industry Language and Literacy Programs (FILLIP). In fact, teachers may look back on the years 1991-1995 as the golden years of workplace literacy teaching. Millions of dollars flowed into such programs assumed to be the panacea for Australia's sliding place in global markets.
