- W2311700812 abstract "Columbia South Carolinas Reverend Richard Carroll convened the eleventh annual session of his South Carolina Negro Race Conference on February 7 1917. Reverend Carroll was Baptist minister and light-skinned Negro whose racial views far out-accommodated those of his contemporary Booker T. Washington. Senator Ben Tillman famous for his race-baiting attitudes towards blacks once described Carroll as a colored man highly thought of by the white people of South Carolina. Yet during this conservative Race Conference (a series of meetings in which Carroll Governor Richard I. Manning and assorted white clergymen urged black listeners to: become conscious of [your] place according to the order of divine Providence; call the prominent white men together in your community and have an understanding: or set your face like flint the Lord God will help you) one black speaker stood out with distinct clarity in his frank analysis of the causes of the current heavy black migration from the Palmetto State and other sections of the On February 8 W. T. Andrews lawyer real estate dealer and editor of the Sumter Defender addressed the conference on the subject of The Causes of Negro Migration from the South. A graduate of Fisk University (1890) and Howard Law School (1892) Andrews reportedly owned some forty tenant houses and thus presumably had firsthand knowledge of the ways of transient members of his race. Andrews pulled few punches in his lengthy and well reasoned address although his audience included both whites and blacks who would deplore the explicit blame which he placed on white society.
