- W231170501 abstract "Some newspapers in making their SERIOUS DECLINE charges have fallen into absurdity; for example those which solemnly announced that the schools were failing because many children had been shown by tests to be 'below average'. Obviously at any time half the children will be below and half above the mean point! It would have been more informa tive?but less sensation-sounding? to tell the public that twenty-five per cent of all our youngsters have I.Q.s of 90 or below. This means that at age ten, for example, their general prob lem-solving ability is one year or more below that of their 'average' friends. As well as that, a large proportion of children have to cope with language difficulty, coming as they do from homes where little English is spoken. Others are slow to learn for all sorts of social and emotional reasons. These are real problems, social prob lems, and the schools need to take them very seriously. Such disadvan taged children are more likely to be found in poorer areas and they deserve the best attention our educa tion system can offer. Is the present generation of school children less literate?less able to read and write?than others that have gone before? Newspapers have said yes, but what does the evidence tell us? Here are four strong state ments from distinguished authorities. In 1977, Dr. Malcolm Skilbeck," @default.
