This paper proposed the new objectives of fostering talents, teaching contents and teaching approaches. It is supposed to play an essential role in poverty reduction to improve personnel quality in poor areas through innovative education, develop education in poverty-stricken areas and strengthen the farmers’ abilities to create wealth, which will promote economic development so that people in the impoverished areas can cast off poverty and become better off." @default.
