But early on I began to feel symptoms of motion sickness: shifting ground. Ground shifts where there are fault lines. I will discuss two of these that, I believe, pass near the center of Dretske's book. The core of Dretske's program is to understand how making reference to what our beliefs and desires are about can help to explain how they us to act a problematic by now quite familiar. The outline of Dretske's solution is elegant and simple. Behavior, Dretske claims, occurs whenever salient causes of an organism's motions are within the organism. But it is not the motions or output but the process reaching from inner causes through outer motions and their effects that equals To explain behavior, then, is not to give the causes of the behavioral output, but to explain why the process is structured as it is. It is to explain how the behavior regulating mechanisms came to be constituted such that this inner would produce that outer effect. Dretske claims that the for this will sometimes make reference to the semantic contents of inner representations. Sometimes it will be because the input to the organism, hence the internal state immediately produced, is a natural sign, an indicator, of something in the world, that it got hooked to certain outputs and not others. This can happen, for example, when an animal learns by S-R conditioning. Then it is because the inner state has a meaning that the learned behavioral process occurs. To make this rough insight more precise is the project. To explain a behavior is to tell what caused the inner structure responsible for the behavioral process. Dretske calls this kind of cause of one thing's causing another a cause. But it soon turns out that not every structuring of every process originating in an organism and finishing outside is an explanation of behavior.
