These changes have occurred among all segments of the population including the least educated and most rural. The majority of contraceptors are using efficient modern methods obtained from the countrys extensive national family planning program. This change appears to contradict the popular belief that turnarounds in fertility cannot be expected before a country is socially and economically developed and that couples will not use contraceptives to curb childbearing while they remain poor and are poorly educated. The authors analyze the various factors affecting the use of modern contraceptives in Indonesia and find that region of residence has the strongest relationship to current use most likely because the family planning program was implemented differently in the various regions. Rank order of clinic availability is virtually the same as the rank order for current contraceptive use. Use rates rose sharply in 1 lagging province after special efforts were made to increase services there. Pointing out that the highest rates of use were among those couples with the lowest and the highest standards of living the authors advance the theory that among the more affluent high contraceptive practice rates are mainly attributable to modernization. Among the poor rural and uneducated however recognition of the adverse effect of continued childbearing on their ability to support themselves and educate their children coupled with access to modern influences--including the information and services of the family planning program--may have worked to increase use. It is also possible the authors note that poor couples find it difficult to resist the pressure of local officials to meet mandated goals for acceptance of contraceptives in local areas.
