- W2314448436 abstract "This article explores the extent to which the theory and practice of social democracy affect welfare policy through a comparison of the United States and the Federal Republic of Germany (FRG).1 Differences in German and American social and political organization are particularly useful in contrasting the distinct features of welfare politics in both countries. One would expect a more developed and extensive welfare system in West Germany where politics and society are more overtly and comprehensively class oriented.2 The sociopolitical structures of the two countries differ in many respects, but decisively on the following important points. In the United States, where an individual labor organization's membership is usually concentrated in a specific area of employment, unions are less classwide organizations. Patterns of labor mobilization have always been less prone to protect the weakest members of the working-class; unionism encompassed the protection of this class less readily and concern for welfare recipients has remained minimal. In contrast, an adequate welfare system has been strongly advocated by German unions since the turn of the century, especially after World War I when social insurance coverage was still incomplete and benefits were low. American political parties are not unitary forces built along class lines but instead are socially more fragmented ad hoc conglomerates.4 As a result, the manner in which social policy is made differs greatly in the two countries and this factor should have a decisive impact on welfare policy." @default.
