- W2315011658 abstract "The change in the French social security system over the last twenty years, while not fundamentally challenging the general architecture of the model set up in 1945, has nonetheless been considerable. Two main trends are present which, though not entirely new, have intensified considerably since the early-1980s. One is the trend to increased reliance on taxation to fund the system, the other is an increased role for the state or, failing this, a strengthening of centralized control. This change is both a reflection of and stimulus to a number of questions and debates, at least two of which have gradually acquired prominence in the social policy arena. First, the question of whether and to what degree a clearer distinction should be established between the logics of social insurance and social assistance ; second, the question of whether and to what degree social protection should be refocused on the least well-off by adopting an active policy of targeting . The findings are important, since these trends and issues appear central to the very future of the system of universal social protection." @default.
