- W2315024474 abstract "ON JANUARY 2I, I955, the uneasy peace that reigns in Indochina since the Geneva cease-fire negotiations was six months old. north of the i7th parallel had been handed over to the Democratic Republic of (DRVN) of Ho Chi Minh and the cities of Hanoi and Haiphong were to be evacuated within 8o and 300 days respectively after the cease-fire. Ho's forces were to surrender the pockets they held south of the dividing line during progressive stages varying from 8o to 200 days. Military forces on both sides may not be increased in equipment or numbers but may be replaced on an item-foritem or man-for-man basis through points of entry supervised by an International Armistice Control Commission composed of Indians, Canadians and Poles. Nationwide elections are supposed to be held in both sections of divided sometime between March and July i956. The two other Associated States of Laos and Cambodia fared considerably better. The Soviet bloc nations at Geneva themselves recognized the flimsiness of the Free Khmer and Free regimes by not insisting on having their representatives seated at the cease-fire conference. Cambodia obtained the right to enter certain defensive alliances and was assured the evacuation of all Viet-Minh guerrillas from its territory. The Free Khmer (Khmer Issarak) regime of Son Ngoc Tanh was dissolved and Tanh himself surrendered to Cambodian authorities with his army of 300 men. Laos, on the other hand, had to pay a small tribute to the realities of the military situation after the fall of Dien Bien Phu and had to leave two of its northeastern provinces (Phong Saly and Sam Neua), which cover an important Viet-Minh communication line (Route No. 41), with a comfortable buffer zone in the hands of the Free (Issar Lao) regime of the rebel prince, Souphanou Vong.
