- W2316923211 abstract "In 1989, the competing National Aero-Space Plane (NASP) Program contractors, :it thc request of the NASP Joint Program Ollicc (JPO), formed a team rather than the more traditional competitive “down select” approach for program implemcntation. Five contraclots (3 airframe and 2 engine) were combinctl with a collection of 6 federal laboratories to lorin the NASP Team. The initial Govcrnnicnr Work Package (GWP) Program was the vcliiclc for the performance of these federal lahoretory tasks. NASA hccaine responsible for Ihc dcvclopmenl and matoration of key technologies iiccdctl for an experimental hypersonic single-sl:rFc-lo-orhit (SSTO) flight research vchiclc. The 65 different technology tasks were developed arci~intl cxisling technical expertise and these tasks wcrc managed within the existing disciplinc sirticlure at each NASA Center. Focused delivcrahles with pcrformance measures, fixed hndgcts, and schedules were agreed to in a “conlractnal airangement” with Ames (ARC), l a g l e y (I,aRC), and Lewis (LeRC) Research Centers. At 1,anglcy the Chief Engineer, Joseph Stickle, hcadcd a committee to review the cost, schcdulcs. and dcliverahles so that the Center could enlcr into the contract. The GWP Review Commitlcc was the basis for the single-page dcscriptioii 11i;il hccarnc part of “the contract” and was the hcginning of the GWP Program. Such a narrow focus in an existing I<&D slructure was a unique test of technology development on a very tight schedule and with scverc budgetary constraints.
