Torrie remedies that neglect through her comparative study of civilian evacuations in Germany and France. Initially she highlights important differences between the two countries. In terms of prewar planning for civil defense, the French thought that evacuations were essential, while the Germans argued that air raid shelters would be sufficient. At the outbreak of war, there were French evacuations from Alsace and Lorraine, and mass movements of refugees in May 1940. Germany by contrast tried to avoid an exodus. Indeed, the Germans tried to claim that there was something inherently French about the disorder of 1940. Subsequently, there was a German change of heart, with civilians being evacuated in September 1940 from Berlin and Hamburg. Generally, argues Torrie, the French preferred shorter distance and short-term evacuations and took family ties into account." @default.
