Its small population and scarce natural sources of power are major obstacles to the achievement of its ambitious economic goals. The impact of Soviet aid, of decisive importance in minimizing the hardships of the revolution, has been much greater than it would have been if Cuba had been a larger country. Cuba's position as an island isolated from the mainland of Latin America has also conferred mixed blessings. The Caribbean has impeded American attempts to overthrow the revolution, but it has also impeded Cuba's attempts to export it to neighbouring Latin American countries. Cuba's isolation has made it easier to consolidate the revolution; it also poses a claustrophobic threat to the humanism that differentiates its socialism from that of the Soviet Union and Eastern Europe. Although reluctant to do so at first, Cuba now accepts that its limited resources prevent it from becoming economically selfsufficient in the foreseeable future, and that it must remain uncomfortably dependent upon Soviet aid.1 It counterbalances this economic dependence by zealously upholding its right to political sovereignty and by propagating a distinctive revolutionary ideology. Ideology, Fidel Castro insists, recognizes no national boundaries to its influence. Within Cuba it strengthens popular resistance to the political pressures that undoubtedly accompany aid from other members of the communist camp;2 without, it is a means of combating Cuba's isolation in the western hemisphere.
