If the goal has been to train workers for new jobs, to rebuild deteriorating cities, to provide general financial support, or any of a host of other objectives, national policy has tended more and more toward using grants to achieve them in concert with the nation's subgovernments. Federal aid, in fact, increased from 8.8 percent of domestic federal outlays in 1950 to an estimated 22.1 percent in 1979.1 Since the mid-1960s, however, the character of the aid has changed. Some of the narrow, often competitive categorical grants have been replaced by new programs that give state and local governments more discretion: General Revenue Sharing and five block grant programs that entitle state and local governments to a guaranteed share of the grant pie and to broad discretion on how to use the money. The reasons for the change are familiar. The categorical programs, critics had charged, had brought excessive red tape, federal interference, and inappropriate categories.2 At the core of the new programs was a key premise: that federal grant programs would work better if decisions were made in the nation's state capitols and city halls instead of in Washington.3 Compared with the categorical grant programs, where the federal government oversaw all phases of the process, the new programs more evenly split responsibility for achieving national goals.
