When they eventually acquire the requisite permission (many applications are rejected), they must subsequently traipse across Jakarta seeking a further series of approvals from various state officials. The overriding impression gained by the would-be researcher is that the state's attitude to science (broadly construed) is anxious, deeply suspicious, and, above all, controlling. Given that so many foreign scholars have suffered through the approval process, it is indeed not surprising that it has taken so long for Andrew Goss's nuanced, detailed, and careful explanation of “how it is that science has developed into a tool of the Indonesian state” (p. 171) to appear. The book, in many respects, is worth the wait. It subtly recounts and analyzes the problematic and complex practice of natural history in what is now Indonesia over the past two hundred years. Goss also examines the thought, contributions, and careers of such major scientific figures as Franz Junghuhn, Piet Bleeker, K. W. van Gorkum, and especially Melchior Treub, who established the Buitenzorg Botanical Gardens as a world-famed institution for natural science. Given the archipelago's apparent centrality as a site for research into tropical natural history, Goss seeks to explain why the long-term scientific project failed, and why Indonesian science today is marginal and uncompetitive internationally. It is not, Goss argues, just that pure scientific success remained elusive, but rather that scientists failed to promote their “enlightenment thinking” in the broader social realm, to “jump the fence that surrounds Leviathan's garden” (p. 12).
