Thus, for example, we speak of extreme leftist forces, like the Red Brigades or the Baader-Meinhof gang, which are dedicated to the destruction of the capitalist system and of the existing social establishment. Or we speak of neofascist groups of the extreme right, which seek to bring about the elimination of democratic institutions and procedures and their replacement by a hierarchical autocracy. When we speak of ethnic extremism, however, we are referring to a phenomenon which can not always be defined in terms of a left-right scale. It is quite possible for an ethnic group to be extremist in its goals and/or methods without necessarily being located on the extreme left or right of such a scale. The purpose of this paper is to examine the concept of extremism as applied to ethnoterritorial minorities in western Europe. First, some suggested dimensions of ethnic extremism will be identified. Second, some factors allegedly contributing to ethnic extremism will be reviewed and briefly discussed: why do some ethnic minorities within a given state adopt an extremist posture, whereas other ethnic minorities do not? And finally, some attention will be paid to the efficacy of institutional responses to ethnic extremist pressures, in order to highlight the need for assessing the relative effectiveness of various institutional devices for dealing with the problem of ethnic aspirations." @default.
