Although a European directive has, since 1992, forbidden direct to consumer advertising of prescription only medicines (you can download a PDF of the relevant European Council directive at dg3.eudra.org/ eudralex/vol-1/home.htm) , the web is severely blurring these boundaries. There's nothing to stop any European resident visiting, for example, www.pfizer.com/hml/pis/viagrapi.html to read the datasheet on sildenafil. Drafting a legal framework that draws a clear distinction between this legitimate use of the web and frank promotion would be difficult, if not impossible.
