Like most other segments of the Mexican chemical market, PVC demand dropped last year. And it will drop again this year. Meanwhile, Mexican PVC producers are burdened with excess capacity. To compound their problems, Pemex (Petroleos Mexicanos), the state-owned oil and primary petrochemical monopoly, has been less than a reliable supplier of vinyl chloride. Mexican PVC experts expect the country's economic recovery to trigger renewed growth in Mexico's PVC market starting next year. But the growth rates certainly won't be so high as the 18%-per-year average that PVC enjoyed from 1975 to 1981. Faced with their present set of problems and a lower growth outlook in the Mexican market, PVC producers are looking seriously at export markets.
