- W2324296083 abstract "This paper examines a mechanism, public service motivation (PSM), through which high performance HR practices (HPHRP) influence employee outcomes in public sector organizations. In particular the paper examines the influence of HPHRP and PSM on affective organizational commitment and organizational citizenship behaviours (OCBs). Using a sample of professionals in the Egyptian health and higher education sectors, a partial mediation model is outlined and empirically tested using structural equation modelling. This study found that HPHRP and PSM had significant positive effects on employees’ affective commitment and OCBs. The results also revealed that PSM partially mediated the relationship between HPHRP and both employee outcomes. Therefore, HPHRP enhance employees’ desire to serve the public, which in turn contributes to positive employee outcomes. In general, the study’s findings advance our understanding of the relationship between HPHRP and employee outcomes in public sector organizations." @default.
