Is it discrimination to treat disadvantaged citizens differently from more advantaged ones? Is it fair? We begin with a simple but careful examination of the operational setting-examination of a risky situation, of its hazards and outcomes. Consider a gambling house that provides the following proposition: For a fee of $100, the customer is handed a deck of cards. He or she draws a card; if it is an ace, the game is over. If it is not an ace, the player wins a chip and draws again. An ace stops the game; any other card produces another chip. And so on, until an ace is drawn. Then the chips are cashed. The question is, how much should be paid for a chip to make the game fair for all players? The interesting wrinkle is this: Some of the decks used are bridge decks (52 cards, 4 of which are aces). The other decks are pinochle decks (48 cards, 8 of them aces). The customer has no choice; he or she plays the deck assigned. This could be all right if one could play many times, and assignment of decks were random. But the house assigns the decks arbitrarily: If the last digit of the player's social security number is even, a bridge deck is assigned; if that digit is odd, a pinochle deck is provided. What is the expected result of play? Out of, say, 1,000 players with each kind of deck, the probability is as follows: On the earlier rounds, a larger number of pinochle deck drawers will be eliminated each round. But after these players' ranks have been initially thinned, each round will see a larger number of drawers from bridge decks (than from pinochle decks) eliminated. For example, of the initial 1,000 players with each type of deck, the expected number of eliminations on selected rounds appears in Table 1.
