This excellent and balanced book recounts how and why Great Britain, the United States, the Soviet Union, and other countries dumped radioactive waste into the world's oceans for many years. While such practice is banned by international law today, it was conducted openly for decades by Great Britain and the United States, and secretly by the Soviet Union, while those nations hypocritically chastised others for the practice. Hamblin is not trying to set up a new Cold War controversy between East and West. He states that this book “is a history of the scientific, political, and diplomatic controversies connected to disposing of radioactive waste at sea, told in the context of the democratic nuclear powers” (p. 2). He begins with the post-World War II years and then travels to the early 1970s during “the blossoming of the environmental movement,” when the London Convention, the first global treaty limiting the disposal of radioactive waste, was signed in 1972. Reactors in Great Britain, the United States, and the Soviet Union used to discharge their waste into rivers, which flowed to the oceans. Until the late 1960s, the British were the only people discharging effluents “directly into the sea in sizable quantities” (they, along with other nations, were also dumping radioactive waste from ships), placing Great Britain “at the center of the sea disposal controversies” (p. 4)." @default.
