It might then follow that low cost yet valid sets of data might be collected by first establishing panel of respondents for political survey by personal interview and making subsequent contacts with the mailed questionnaire. T he panel study contains the promise of becoming an increasingly important tool of research due to its potential for indicating the dynamics of change. As secondand third-wave interviews are instigated, however, problems of efficiency and efficacy increase accordingly. Not only is measurement error amplified, but cost of completed sets goes up drastically. The mailed questionnaire used with the panel technique, thus becomes an important possibility for solving the cost problems if the measurement difficulties can be reduced or circumvented. Although much of the literature about the mailed questionnaire is concerned primarily with investigating the most rewarding techniques for successful utilization thereof, some recent,research delves into the problem of measurement validity. One study shows that mailed questionnaires will produce substantially equal results as do structured interviews under certain conditions (Knudsen, 1967), while another, more recent study specifies one highly important condition to be a relatively homogeneous group (Gibson and Hawkins, 1968). If the mailed questionnaire can be utilized under homogeneous conditions of issue orientation or belief patterns, we must next ask whether it can be utilized under conditions where the population is relatively nonhomogeneous. In addressing ourselves to these questions, we were initially concerned with the factors associated with willingness to answer the first questionnaire, and the subsequent unwillingness of some members to continue as panel members once they had al,ready responded, i.e., panel Hopefully, we would be able to identify the parameters of flexibility in utilizing this technique by locating the source of differential response rates.
