- W2328772561 abstract "本稿は，2014年5月23日に日本大学百周年記念館国際会議場において開催された公益社団法人 日本地下水学会主催のセミナー「なぜ，水循環基本法なのか」での講演内容に基づいて，これを加筆・修正したものである。わが国において，地下水を含む循環する水が初めて法的に位置付けられた「水循環基本法」の成立を受け，その枠組み構造を試案として提示するともに，地下水に関連する世界の動向を踏まえて，これからの地下水政策を推進するために必要とされる「地下水ガバナンス」について記した。世界の動向と今回成立した水循環基本法の内容およびこれまでに地方自治体において条例等に基づいて実施されてきた地下水保全活動を踏まえ，将来世代にわたる「持続可能な地下水利用」をキーワードとして，地下水保全政策を実効性のあるものとする仕組みとしての地下水ガバナンスを水循環基本法の基で制度化することが大きな課題であることを指摘した。" @default.
