Electoral systems scholarship has often focused on how electoral systems shape party systems. Several major works on electoral sys? tems?e.g., Duverger (1954), Rae (1971), Taagepera and Shugart (1989), Lijphart (1994), and Cox (1997)?and dozens of minor ones, can fairly be characterized as interested in this as a central question. But in each of these cases, the primary output has been increased understanding of how electoral systems shape the number of parties and/or the fragmentation of the party system. This is extremely important for understanding the nature of governance (e.g., consensual versus majoritarian), the nature of both preelectoral and postelectoral coalition-formation, as well as the overall stability of democratic systems. On the other hand, we have almost no insight into how, if at all, electoral systems shape the type of parties that will form and be successful. If electoral systems have partisan effects, we know very little about them.1 We argue here that the same mechanisms that are known to affect fragmentation of a party system can also be shown to have important and predictable partisan effects. At least since Rae (1971), such work has focused much attention on the importance of district magnitude?the number of seats awarded per elec? toral district?in shaping party systems.
