W2333852014 abstract "開発途上国でのダム建設プロジェクトでは,住民の移住問題が常に問題となる.代替農地による補償は,住民が移住先でも農業を継続する意志を有し,かつ代替農地の供与が可能な場合には妥当と考えられる.代替農地の供与を行い得ない場合,それまで農業に従事していた住民は他の職業への転換を余儀なくされる.職業の転換を伴う生活再建は,多くの困難と不確定性を伴う.しかし,現在の移住に対する補償の基本的な考え方は,これらの要素に対する配慮が十分ではない.サグリン・ダムおよびチラタ・ダムでの養魚の推進は,水没地周辺での雇用の創設と住民の収入増大の成功例として認識されているが,参入する為の資本の不足,および,許可証に関する管理の不在などの問題が見られた.ダム建設工事による雇用は,雇用が実現する見通しが欠如しており,また,ダムが完成した後に雇用が消失する可能性が高かった.二次的な開発については,それによる利益の僅かな部分のみが移住者によって享受されている.事例の分析からは,通常のプロジェクト・サイクル後の展開への配慮,特に職業の転換による生活再権に失敗した移住者への対応が重要であり,そのためには水没地とその周辺地域のための「基金」の創設が有効と考えられる." @default.
