Alcohol safety action programs for persons convicted of driving while impaired by alcohol need diagnostic procedures to identify problem drink- ers. These procedures are needed to avoid the misuse and potential over- burdening of available rehabilitation facilities. In response to these needs, Court Procedures for Identifying Problem Drinkers (also called the Mortimer-Filkins Test) were developed by the University of Michigan Highway Safety Research Institute (1). This test consists of a 58-item self-report questionnaire and a 70-item semistruc- tured interview designed to detect problem drinking in individuals charged with driving while under the influence of alcohol (DwI). Both parts of the test include items about marital and family problems, recent stress, financial difficulties, nervousness, depression, self-denunciation, general dissatisfaction, sleeping problems, worry or fear, boredom, re- sentment, inability to cope and other drinking-related problems. All responses are converted to Yes or No and numerical representa- tions. On the basis of total test score, an individual is classified as a social drinker (score 39), presumptive problem drinker (score 40-49) or prob- lem drinker (score 50). The internal consistency of the test is quite high, the split-half reliability coefficients being .904 for the questionnaire, 973 for the interview and .976 for the total score (2). TI-I.
