Section III reviews past Mexican economic policies in an attempt to identify reasons for a lackluster capital goods performance. final section examines policy implications suggested by the Mexican experience. Before proceeding, however, we might note that there is no universally acceptable definition of capital goods. Partly for this reason, and probably because of qualitative differences in data collection, what is reported in statistical compilations as capital goods differs from country to country.
