Data for this research were collected by interviewing and open ended survey questions which are among qualitative research methods. Maximum diversification sampling was used in forming the study group and 56 assistant supervisors in 15 different provinces were reached. Data were analysed using the content analysis method. According to the analysis results; (1) The Ministry of National Education does not train assistant supervisors in primary education in accordance with the occupational competencies that they expect from them. (2) The status and respect attached to assistant supervisors -to supervisors- in primary education are not sufficient for them to fulfil their expected duties and responsibilities. It is not possible for primary education assistant supervisors and supervisors to contribute to the education system with the personal benefits rights they have in the existing inspection structure. (3) Problems of assistant supervisors in primary education and those of supervisors are similar. SUMMARY Purpose and significance: Is to identify the problems of assistant supervisors in primary education according to their perceptions and their proposals for solutions. Identification of the problems encountered by assistant supervisors in primary education is important as it contributes to the education/inspection system for the prevention of problems and by providing data for measures to be taken by the Ministry of National Education which is not in an effort to change supervision system or structure of primary education or change the individuals who perform inspections or their practices. Methods: Qualitative research methods were used in this research. Data for this research were collected by structured interviews and open ended survey questions. Maximum diversification sampling was used in forming the study group. To provide maximum diversification, assistant supervisors in 15 different provinces were reached and the study group was formed by 56 assistant supervisors Participants were asked to tell/write five problems they encounter as assistant supervisors and their proposals for solutions by prioritizing from the most important to the least important. Data were analysed by content analysis method. Results: Assistant supervisors in primary education are experiencing problems that are both related to personal benefits and to the profession itself. Personal benefits problems consist of five problems resulting from unsatisfactory remuneration, appointment/replacement problems, appointment of their spouses, problems concerning not being able to benefit from public housing and problems related to location of work. Professional problems consist of three problems; inadequate training, structure of the inspection system and road safety. Problems that assistant supervisors stated as the most intense ones are respectively, inadequate training, structure of the inspection system and remuneration. Discussion and Conclusions: Supervision is a duty that requires knowledge and one that has to be done by an intellectual. To get the expected benefit from inspection, the individual to perform inspection should be trained according to the competencies of the duty, a structure should be formed within the organization in which functions of inspection can be fulfilled, and the individual to perform inspection should be given a certain status. According to the research results; (1) The Ministry of National Education does not train assistant supervisors in primary education in accordance with the occupational competencies that they expect from them. (2) The status given to assistant supervisors - and supervisors- and existing supervision structure are obstacles for them to contribute in the education system. (3) Problems of assistant supervisors in primary education and supervisors are similar. According to these results, the following can be suggested: (1) The Ministry of National Education should develop a new model in training assistant supervisors in primary education based on their competencies and in this model, there should be an opportunity for assistant supervisors to complete a post graduate degree. (2) There should be an organization on a regional level for supervisors in primary education to fulfil their duties expected from them instead of applying the system where the assistant supervisors work as affiliated to the provincial directorates of national education. (3) Improvements should be made in personal benefits and status of supervisors in primary education." @default.
