Central government ministries are not necessarily working with the same agenda and, as we shall see, by the turn of the 21st century the key concern for educational officials under a Labour government included raising standards, promoting excellence and encouraging social justice (McKnight et al., 2005). While the government had reshaped the educational agenda to address social exclusion issues — particularly the exclusion of pregnant teenagers, looked-after children, traveller children and the disaffected — its main thrust was to raise access to higher education for working-class youth, improve levels of academic performance in literacy and in the main school subjects at GCSE, and encourage a stronger sense of civic engagement and participation, especially among disaffected youth.
