Die Regeln des demokratisch orientierten, kommunikativen Zusam- men- und Auseinandersetzens schliesen jedoch die Anforderung einer kommu- nikativen Inklusion und Achtung gegenuber allen Betroffenen ein. Um diese erfullen zu konnen, braucht es eine vorgangige Praxis, die fur die Offenheit der Offentlichkeit aktiv ist und zum Handeln und Diskurs ermachtigt. Die Handlungsermachtigung hat eine strukturelle und eine personale Dimension. Erst wenn die Beteiligungsmoglichkeiten fur alle Kommunikationsfahigen und die Vertreter der Nicht-Kommunikationsfahigen faktisch existieren, kann die Auseinandersetzung zu einer offentlichen, kann die offentliche Auseinander- setzung tatsachlich eine demokratische werden. Kirche ist in Wahrnehmung der »kommunikativen Diakonie« als Befahigungsakteur gefordert. Sie kommt dabei nicht umhin, auch ihre innere Offentlichkeit zu entfalten. Public debates are always in the danger of excluding the groups most affected. The rules of a democratically-oriented, communicative consensus-building process, however, imply a demand for the (social) inclusion and respect for all people concerned. Furthermore, in order to fulfill this demand, an ante- cendent practice which advocates openness in the general public and empowers persons concerned to take action and participate in the discourse. The empowerment to take action comprises a structural and a personal dimension. The discussion has the chance to become a public one, and as a consequence, the public discussion has a chance to become a truly democratic one. This cannot be achieved until an opportunity to participate in the public discourse exists in practice for those who are able to communicate as well as for the representatives of those who cannot make their voices heard.
