- W234951529 abstract "Poor performance of many large scale irrigation systems, managed by government agencies, accelerated grater participation by farmers, through water users associations, and has helped overcome problems, producing substantial benefits. The study looks at ways of improving systems performance, reducing government expenditure, and building sustainable irrigation systems, in a more equitable organizational arrangement for water delivery, namely through participatory approaches. The transformation of water users from beneficiaries to partners in irrigation development, can have a widespread impact, as farmers become trained, and organized. It can increase local capacity to coordinate input supplies, and, to deal with government agencies involved in rural development. Although the introduction of participatory methods, involve costs, and risks in mobilizing field staff, training farmers, and conducting socioeconomic research, those are outweighed by subsequent savings in construction costs. Conditions for success call for mobilizing support among policymakers, and agency staff, and, building effective farmers' organizations, through the provision of appropriate incentives, supportive of users associations, which should include improved irrigation services, and, a voice in management decisions, based on a transparent legal framework, and fully accountable to its members." @default.
