- W2353511547 abstract "Aiming at the problem of congestion pricing of urban road systems,a bi-level programming model of second-best congestion pricing for a general urban highway transportation network with multiple time periods and multiple travelers was presented.The objective function of the upper-level model is to maximize total social welfare,and the lower-level model is a equilibrium model for general transportation network with multiple time periods and multiple travelers.A typical urban highway transportation network was designed,and the link travel cost function and demand functions were defined with reasonable parameters.Simulation was conducted for the bi-level programming problem with results of traffic volume,congestion tolls and total social welfare.By incorporating the discrepancy of value of time(VOT),application confirms that the second-best congestion pricing policies can realize the temporal-spatial reallocation of traffic volumes and improve the total social welfare." @default.
