• W2354662600 abstract "The paper addresses the need for institutional change in the European Union after the envisaged eastward enlargement. Due to the increasing heterogeneity with respect to economic structures and performance, political interests, social and cultural preferences, and financial constraints, governance problems in the enlarged Union are expected to increase significantly. Based on a theoretical model of fiscal federalism, the question on which level of government political competencies should be located is addressed for the case of a union with heterogeneous members. The model suggests a distinct allocation of competencies in different policy fields depending on the degree of country heterogeneity and the size of spill-over effects of government services. In addition, the preferences of the citizens in the current EU member states and the candidate countries with respect to centralization and decentralization of policy prerogatives are analyzed empirically. It is investigated whether the preferences are consistent with the theoretical implications, to what extent there are controversies within the two groups, and whether the scope for controversies changes within an enlarged union. In a second step, the preference distribution is used to simulate voting outcomes in the EU Council with respect to the question of centralization vs. decentralization. Finally, based on these implications propositions are developed for a more flexible and politically feasible integration strategy that might help to avoid a misallocation of political competencies." @default.
