However, when the non-profit organizations, as one of the main bodies of supplyingpublic goods, participate in the social security construction in communities, they are facing many dilemmas such as in-sufficient scope and depth and low social benefit. The paper attempts to improve their participation paths from three as-pects as system establishment, service expansion and resources sharing.
