- W2365208759 abstract "The transformation from planned economy to market economy and the growth of residents' selfgoverning organizations raise an external demand for the concerted action in ruling urban communities by both the grassroots government and the selfgovernment of urban residents. However, conflicts arise in between the two at present. On the one hand, the government calls for diminishment of the residents' selfgovernment by intensifying its administrative control over the urban community; on the other hand, the selfgoverning organization tries to get rid of constraints from the government by minimizing its interference. To solve the problem and realize the concerted action of the two, several countermeasures are in need, namely: reasonable separation of powers and clearcut responsibilities; concerted management and ruling by law, and creation of intermediaries to bridge the gap." @default.
